ABOLITION OF SOCIAL OWNERSHIP (in General and in Particular in Slovenia)

Sažetak
Each country must find its own method of transition. But transition
from a market-planned economic system with social ownership of
business enterprises is gar many reasons a special case.
Characteristics of the system must be taken into account and
abolition of social ownership should be connected with the
cleaning up of banks, so that during transition there should be less
"social capital" and less public debt. But all methods of transition,
from Marković via Mencinger and Sachs in Slovenia to the finally
passed laws in Slovenia and Croatia neglected all that. So all the
"models" where basically the same and the least appropriate from
the macroeconomic, microeconomic and social point of view.
Social ownership will be finally abolished, but because of primarily
emphasizing free distribution of shares on on the one hand,
business enterprisess will not come out with better capital
structure of with more capital. Besides, as owners will be more like
punters than proprietors, business enterprises will not bi in the
hands of good managers. Without some important changes in the
laws one can expect socially and politically unstable societies with
badly performing economies.
