The EU Internal Security Strategy in Action: Five steps towards a moor secure Europe

Sažetak
This paper analyzes the European justice and home affairs, which were developed for decades outside the institutional framework of the European Communities. Only the establishment of the European Union, and later adoption of Tampere Programme, there has been a dynamic institutional development of the area of justice and home affairs which are raised to the level of one of the policies of the Euro-pean Union. Institutional development of that policy leads to the development of the concept of the European Union: the area of freedom, security and justice.
Besides analyzing issues of individual as well as national and internal security, for systematic follow-ing of the issues of the paper, the regional security within the European Union is analyzed particularly. The central document of the analyses is the Commission's report to the European Parliament and the Council: The EU Internal Security Strategy in Action: Five steps towards a more secure Europe. Based on the Lisbon Treaty, as a new legal framework, implementation of the strategy of internal security has become a common EU program for the next four years (2011-2014). The EU Internal Security Strategy, as major internal security threats, which are larger and more refined, identifies: terrorism, serious and organized crime, computer (cyber) crime, cross-border crime, traffic safety, and natural disasters and accidents caused by man. The strategy also provides the basic principles and guidelines for further resolution, on which the successful provision of the internal security of the EU is based. For successful implementation of the Strategy the participation of all relevant organizations, agencies and EU bodies and Member States as well as security cooperation with stakeholders around the world is required. With consolidated efforts, strength and joint participation in carrying out the Strategy the Member states and institutions, bodies and agencies of the EU commonly will act and react to security threats and risks of our time.
