The exclusive economic zone in the Republic of Croatia is complex and heterogeneous in structure and unique for its natural resources and international transport corridors, and therefore a particularly important system for Croatia. Extremely important natural resources as well as indisputable geographic transport comparative advantages offered by the Adriatic Sea and with it the Croatian exclusive economic zone, re not and could never be the goal but only the means of realizing a particular goal. In spite of a larger number of administrative strategies developed since 1991 up to the present, it is impossible to recognize and prove in practice the existence of a specific or of a real goal in our country, and therefore neither the measures nor methods for its realization in the field of an exclusive economic zone. Based on numerous international experiences and models for efficient sea and maritime resources management, one of them being the strategy of the neighbouring Slovenia, which was established back in 1978, it can be concluded that natural resources and geographic transport comparative advantages cannot be used as a model of absolute free and unregulated market competition. Instead of that, in this research a model of central state authority has been offered, which should, on one hand combined together with free market and in the world quite common state protectionism, provide terms for operation and development of free enterprise in the field of the exclusive maritime zone; and on the other hand should be combined with maritime zones and resources of its surroundings and use concessions as internationally recognized and verified institute for efficient utilization of public property (property as a general use) as for example is the sea and maritime property in our country.
