Sažetak

One of the most important parts of the harmonisation process of Croatian legislation with EU regulations and standards is the harmonisation of remuneration system in state and public administration. Prior to accepting a model of remuneration system for state servants, international standards and practice ought to be taken in to consideration. The aim of the paper is to enumerate those standards,
give several examples from the EU countries, and show that there is no unified remuneration system for state civil servants. Budgetary issues have an important role in creating remuneration systems, to get her with legal tradition, acquired rights, trade unions scene, and the culture of adherence to laws and regulations.
Since its in dependence, Croatia has shown deficiencies in ad herence to the regulations concerning remuneration system in state and public administration. Both previous systems of regulation were disintegrated by numerous special regulations that introduced various sub-systems. Integration of those sub-systems has been
a great challenge for the Government and Croatian Parliament. The process of establishing a new remuneration system requires time and political will. The drafting of this law should be given to experienced experts, who need to respect international standards and the level of acquired rights.
