Mental retardation: definition, classification and contemporary support for people with intellectual disabilities

Sažetak

The presence of intellectual disabilities does not justify any kind of discrimination. A community with people who have intellectual disabilities must demonstrate a readiness to accept those with any degree of mental retardation, and to apply contemporary models of support to such individuals – thus fulfilling the main goals of primary rehabilitation which include: normalization, social integration, individualization and the stimulation of their independence and autonomy. Without quality care and participation from the community, those people remain strictly institutionalized, unwired into systems of support, thus becoming ‘invisible habitants’. People with intellectual disabilities differ in abilities; however they do have equal rights. In order to achieve further just relations, it is necessary to modify the segregated and caritative approach and to change the opinions and notions of a non-tolerant society, since such individuals are all equal and deserve to have their differences be respected and not to made the same. Modern trends have been outlined in The Council of Europe’s Disability Action Plan, as well as in national trategies, therefore we must ensure the mechanisms which will guarantee a full application of the existing rules. It is expected that the professional community dictate modern trends which will accept individuals with intellectual disabilities and will improve their quality of life in all its dimensions.
