Shadow Commander: The Wartime Biography of Velimir Terzić, 1941 – 1945

Sažetak
Based on published documents and relevant secondary sources, this paper presents a biography of Velimir Terzić in the period from 1941 to 1945. Terzić was a pre-war officer in the army of the Kingdom of Yugoslavia who became a member of the Communist Party of Yugoslavia in 1941, after he had joined the People’s Liberation Movement. Terzić held several high-level posts in this movement’s military wing, of which the most important was deputy chief of the Supreme Headquarters of the People’s Liberation Army of Yugoslavia, i.e., the General Staff of the Yugoslav Army. In this position, Terzić signed many major decisions that significantly influenced the development of the military in socialist Yugoslavia. Besides the documents that he signed, another important aspect of Terzić’s wartime biography is the fact that he appointed officials who, like him, had been born in Montenegro to senior positions in the units of the People’s Liberation Movement in Dalmatia. Terzić’s personnel and organizational policies created a situation in which a group of Montenegrin officials established their own system of authority through the military bodies of the People’s Liberation Movement in Dalmatia. In addition to Dalmatia, this same system was also set up in eastern Bosnia. Besides Terzić, the primary exponents of this system were Arso Jovanović and Jovo Vukotić.
