Analysis of the alignment of teacher education programs with the qualifications framework in Bosnia and Herzegovina

Sažetak
One important element of the reform of higher education in line with the Bologna
Declaration has been the elaboration of qualifications framework for higher education providing
readable and comparable qualifications for all three cycles. Considering the fact that Bosnia and
Herzegovina signed the Bologna Declaration in 2003, this paper attempts to explore the extent to
which the selected teacher education programs at the University of Mostar are aligned with the
requirements of the Bologna Process. More precisely, the aim of this paper is to find out whether
the competences and learning outcomes of the selected second-cycle teacher education programs
at the University of Mostar are aligned with descriptors describing the seventh level of the
Baseline of the Qualifications Framework in Bosnia and Herzegovina as well as with the secondcycle
qualification descriptors of the Framework of Qualifications of the European Area of
Higher Education. On the basis of a qualitative content analysis of the selected teacher education
programs at the University of Mostar, it was concluded that additional effort was needed in
order to improve alignment of the competences and learning outcomes of the mentioned study
programs with the descriptors of qualifications in the Baseline of the Qualifications Framework
in Bosnia and Herzegovina.
