Abstract

Republic of Albania has undergone a very demanding democratic transition. ln the beginning the adjustments to democratic political order were quite challenging for newly created political scene. Simultaneously with democratic, political, economic and social changes, state administration reforms, among which transformation of national security sector, took place. The author deals with reforms of the armed forces in the period from 1990 until the adoption of the Constitution in 1999. During the first phase of democratic changes, reform of the armed force was falling behind the changes in other sectors of state system which was identified as a serious issue when this part of the sector was supposed to take over the responsibility of defence. This kind of approach resulted from being focused on other areas of democratic transition, causing various crisis of the governing structures. Despite the obstacles armed forces have been gradually developed as a key supporter of the national security sector.
