Security Sector Reform and New Challenges

Sažetak
The development of liberal-democratic model places political state as a civil society service in the realization of security. However, in the nature of modern state there is a risk that in performing their tasks, some parts of state's security sector may endanger citizens' freedom and civil rights that make the basis of liberal democracy.
Therefore, the task of a liberal-democratic state is to find a model that will reduce the possibility for certain state bodies to become the source of endangering civil society which makes the organization and functioning of security sector a very complex task. The question about control of security sector emerges as one of the main problems that modern liberal-democratic states are facing. New dangers and new security challenges set requirements to modern states that need to reform the security sector in order to adjust it to new conditions. Security sector reforms are undertaken based on general estimations of security threats and on the basis of national and international context in which the states act. The question arises whether there are differences within the content of security sector reforms that define also the scope of reforms. The differences are observed and three contexts that shape the changes in the security sector are defined.
