Draft of Basic Principles of Public Education in Austria (1848) – Base for Modernizing School System in the Habsburg Monarchy

Abstract
The paper presents the social and political situation in the revolutionary years of 1848/1849 in the Habsburg Monarchy as a wider context of the times when the Draft of the Basic Principles of the Public Education in Austria was adopted in 1848 (Entwurf der Grundzüge des öffentlichen Unterrichtswesens in Österreich) – the bill that served as a base for modernising the school system in the Habsburg Monarchy until its disintegration in 1918. Circumstances are described under which the draft was adopted, the course of the Draft’s adoption itself and, above all, the role of Franz Serafi n Exner in elaborating the comprehensive reform of the school system in the Habsburg Monarchy. The main features of the Draft of the Basic Principles of the Public Education in Austria are being analysed – the emergence of the state as the main factor in organising the educational system on every level, the improved quality of state schools and of the education of future teachers, the introduction of eight-year secondary schools as a preparatory stage for academic education and of vocational schools as institutions preparing students for trade and commercial occupations as well as preparatory educational institutions
for engineering colleges, the introduction of school-leaving certificates in secondary schools, the transfer of powers to teachers and professors to manage schools, the introduction of school councils for supervising the school system on every level, the comprehensive reform of colleges as educational and scientific institutions and the final secularisation of the school system. Its translation into Croatian is also given here.
