School administration in Slovenia from 1848 to 1914

Abstract
Presented and described is the structure of school administration management in Slovenian regions and past Austrian country from 1848 till 1914. There is a special description of the importance and management of school administration in the period from 1848 to 1868, when Ministry of Education was founded in Vienna in 1848 and all its activities connected to school inspections and regional school councils. There is a special description and presentation of the structure of school administration, which was established in 1868, including the formation of new dualistic Habsburg Monarchy. The Ministry for Religions Affairs and Religions Instruction was founded, which completely overtook the duty for the development and activities of education in all Austrian regions. In this way the influence of Austrian educational policy and its management was evident in Slovenian regions. Some Slovenian regions developed, after 1868, regional, district and local school councils, that had complete control over managing schools in separate locations. In theory, it meant that Slovenians, for the first time, received school administration on their ground, even though they did not get greater autonomy when making decisions related to the development of Slovenian education, which was proved by discussions of regional meetings in Slovenian regions. Unfortunately, personnel structure and policy of regional school councils in Slovenian regions directed to Austrian infl uence was distracting the development of Slovenian education system (including Slovenian language as a subject in all schools, usage of Slovenian textbooks, more Slovenian teachers). School was in Slovenian regions the instrument of spiritual and cultural unifi cation and the means for the realization of Austrian state policy.
