Abstract

In accordance with the Paris Peace Treaty of 10 February 1947, the Free Territory
of Trieste (FTT) was established in the southern part of Italy’s eastern border.
It consisted of Zone A, which approximately corresponded to the present-day
province of Trieste, under Anglo-American military administration, and an adjacent
zone under Yugoslav military administration, which included the northwestern
corner of Istria, known as Zone B. The border followed the Mirna River northwards
to the village of Scoffie/Škofije, located south of Trieste.
The border between the two zones, which had different administrative and economic
regimes, also divided healthcare efforts that previously had Trieste as its reference
centre.
Following a drastic slowdown in activity due to the Second World War, healthcare in
Zone B had to be modernised without losing sight of the new political orientations.
This allowed for a continuous operation within the Yugoslav civil administration
structures following the Memorandum of Understanding signed in London on
5 October 1954, and the subsequent exodus of a large part of the indigenous
population from that territory.
