The 1373 Capitulary of Zadar’s Procurators
Tomislav Popić
Sažetak
This article presents the first critical edition and scholarly analysis of the Capitulare procuratorum communis Iadre from 1373, a hitherto unknown normative document preserved in a 17th century copy. The text provides a systematic regulation of the tasks and daily duties of Zadar’s communal procurators, officials responsible for the administration of the city’s finances and property. The study situates this source within the broader legal and administrative framework of late medieval Zadar, shedding light on the institutional organization and documentary practices of the commune. It outlines the development of Zadar’s capitularies, emphasizing their fragmentary preservation, while positioning them within the broader normative revolution that transformed communal societies in the 13th century. Drawing on recent historiographical approaches, the paper links the emergence of capitularies and statutes to the broader and far-reaching “documentary revolution” of the 13th and 14th centuries. The article further explores the specific characteristics of capitularies within the Venetian administrative tradition, emphasizing their dual role as both oaths for appointed officials and internal regulations for municipal officials. While there are similar examples throughout the Eastern Adriatic, Zadar stands out for having developed an independent collection of such texts (volumen capitularium) that functioned alongside the municipal statute and other legal corpora. The existence of several capitularies for different offices is documented, and the Capitulare procuratorum is considered part of this broader administrative and normative system.
