Abstract
This paper analyzes the effects of borrowing and the level of legal certainty in credit relations for loan users in state-owned banks of the Federation of Bosnia and Herzegovina. The research covers legal, economic, and administrative aspects of lending, with a particular focus on the specific role of state-owned banks which, in addition to operating under market principles, implement development and social policies of the Government of the Federation of Bosnia and Herzegovina. The aim of the paper is to determine the extent to which transparency of credit procedures, clarity of contractual provisions, and efficiency of supervisory mechanisms contribute to legal certainty and how the existing lending system affects the economic position of borrowers. The findings indicate that a higher level of legal certainty reduces disputes, increases trust in the financial system, and improves the effective use of borrowed funds, while legal uncertainty and lack of transparency increase borrowing costs and financial risks. The paper concludes that state-owned banks play a significant role in ensuring financial stability and supporting economic development through their dual market and public functions.
