Abstract
This paper examines the practical applicability of institutional harmonisation as an analytical tool for identifying the factors shaping the effectiveness of climate policy in the process of the green transition. The study adopts a conceptual and theoretical-analytical approach based on a critical and selective review of the literature and the conceptualisation of mechanisms of institutional influence. Institutional harmonisation is defined as the degree of compatibility among formal institutions, informal institutions, and enforcement mechanisms in relation to a specified public policy objective. The contribution of the paper is integrative: it combines institutional complementarity, the effects of transaction costs, regulatory uncertainty, and behavioural alignment within a single framework, without proposing a separate institutional theory. The analysis indicates that a higher degree of institutional harmonisation may strengthen regulatory effectiveness, whereas conflicts and inconsistencies among institutions weaken the implementation of climate policy. The proposed framework provides a basis for diagnosing institutional barriers to the green transition and for future empirical operationalisation.
