Analysis of the needs and value systems of population as the precondition for successful management of human factor

Abstract
The research, which deals with the strategic management of human resources, or analysis of the needs and values of population system as the precondition of the systematic development of human factor, is divided into three parts. The first part gives a brief theoretical overview of the importance of
analysis of needs and values of population system for the chieving long – term development of human factors. In the second part is shown the methodology of work and data is explained which are used for research and analysis. It is about a large anonymous survey on the sample of 951 respondents, conducted as a part
of scientific research at national scientific – research project “Synergy of human, physical and financial capital for autopoietic development”, whose manager is one of the authors of this paper, which is approved by the ministry of Science, Education and Sport of the Republic of Croatia, conducted 2010 on the residents
of the Republic of Croatia in the regions Slavonia and Baranja. In the third part of paper is given the analysis and interpretation of results of conducted research which shows the analysis of needs and values of population system and gives guidelines for long – term strategic management of human resources in the
systematic development of human factor. The study was aimed, besides the analysis of needs and values of population system, to test the hypothesis that there is regularity for the average
citizens who are married, who are believers, who are in better financial situation and higher level of education, that in their system of life values in the first place they put honesty and knowledge, in front of material and financial values. From the mentioned hypothesis, if the same is positive, may be produced the hypothesis
that systematically raising the awareness of population about the importance of family, marriage, religious principles and personal training and lifelong education is of crucial importance for the improvement and balancing of the values of population system and achieving the high moral principles of society, and for achieving this objective, strategic management of human resources at the macro level and long – term and systematic development of human capital must be based on raising the level of moral and intellectual capital of every individual.
