Paolo Grassi’s Regulation Plan of Rijeka City, 1904

Abstract
This paper is a survey on the economic development of Rijeka city in the late 19th century with emphasis on the need for a plan aimed at the regulation of the city development. Until then the building code was the only means of regulating construction activities. After several competitions had failed, Paolo Grassi developed in 1904 the Regulation plan of the city. It came into force in 1910 and was in operation until the late 1930s.
