Abstract

Th e purpose of this study is to examine the context in which faculties change their strategy and the eff ect of the change on quality enhancement. Th e central question is: how can strategic actions improve quality? Th e process of strategic management in higher education consists of three steps: strategy formation, strategy implementation and strategy evaluation. Recommended tools for successful strategy implementation and evaluation are quality map and balanced scorecard methods. Th ese theoretical approaches
are assessed through interviews with managers and quality assurance experts at the University of Zagreb. Results have shown that strategic actions, based on well-defined and communicated strategic goals, can contribute to the enhancement of quality in higher education, but only when there is a strong organizational culture present.
