Abstract

An empirical evaluation of the effects of teacher education presupposes a definition of competencies and standards. Those standards define, which competencies have to be developed at what step during teacher education and teacher induction. Traditionally these standards have been formulated in a rather formal and vague manner, so that the effects of teacher education could not be identified and evaluated in a strict and empirical sense. The author presents arguments in favor of standards for teacher education and presents proposals for such standards related to the educational studies, the subject studies and the pedagogical content studies in teacher education. He also presents one example of an important teacher competence and an accorded standard demonstrating the different levels or stages of competence in this certain field. Finally several forms of an empirical inspection of the professional competencies of trained teacher are discussed.
