Abstract

The paper focuses on the analysis of the documents reflecting the educational policies that have aimed to reform the educational system. The intention was to explore the relationship between school management (provided by the Ministry) and school leadership (provided by a headteacher). The main goal of the research was, based on the analysis of the documents, to determine the proclaimed objectives, and the expected roles of headteachers. More specifically, the connection between the stated goals and the expected roles of the headteachers has been examined, as well as the changeability of the expected headteacher’s role over time The results show that the proclaimed objectives require altered engagement from headteachers, and that the expected role of headteachers has changed over the last fifteen years. Due to the political intent of decentralization of the educational system, schools receive a higher degree of autonomy so it is no longer expected from headteachers to take on the instructive role, but rather a transformative one.
