Food bank as a hybrid organization

Abstract
The need for upgrading food donation in Croatia system has become a topic at late 2014 with the civil sector initiative for making food donations free of VAT. Although since then food donation system has developed substantially, with creating VAT exemption (2015) there was no big rise in donations. It was then when it became clear that substantial and coordinated effort from all parties (government, intermediaries, food suppliers and distributers) will be needed to raise conciseness about food donation and to build capacities to create food donation chain. In a mission to create food bank, Croatian Ministry of Agriculture has made several important steps. In forth-seeable period, that system will be mostly oriented towards food surplus in retail. The aim of this paper is to explain organizational solutions for creation of the food bank and after two traditional solutions to introduce an innovation in this domain: a hybrid organizational model. Moreover, this paper contains elaborated discussion about advantages of hybrid model for both donors and intermediaries, as well as the challenges and limitations of the model.
