Abstract
The author concludes that the modern world is characterized by complex crises and thus their overcoming requires a comprehensive and coordinated approach of state and non-state actors. The author defines crisis as a state in which basic values and norms of subjects, to whom the crisis refers, are threatened. It is also characterized by pressure of time during decision making process, insecurity of circumstances and stress. Apart from definition of crisis, the paper deals with the facts regarding the manner of decision making and the leadership in crisis, as crisis and management/Ieadership are tightly connected phenomena, to which theoreticians and researchers focus mostly their attention. Despite functionalist approach to analysis of crisis and crisis management, the author also takes his stand toward symbolic dimensions of crisis, which remain neglected by a majority of theoreticians.
