Sažetak
The origin of inclusive education is within the basic human right to education and equality as a socio-cultural values and fundamental assumptions of social inclusion. These values are guidelines for the change in educational systems towards the inclusion of all children into the formal and regular education system; in other words, towards educational inclusion.
This paper discusses educational inclusion in the context of international education policies and, in particular, the aims and principles of educational systems in European countries. The paper presents the differences and the relationship between educational inclusion and integration of children and students with special needs. The implementation of learning inclusion is an integral part of the democratization of education, allowing equal access to education for all, despite the diversity. Implementation brings problems faced by educational systems and teaching practice. This paper interprets the problems of educational inclusion from the perspective of educational policy and educational practice in Croatia.
The concluding remarks relate to the practical implications of the establishment of inclusive education, especially to the changes in complete school culture at the level of formal education, the need for greater sensitivity towards every person characterized by interpersonal diversity, and the changing attitudes of the larger cultural environment.
