Retirement Schemes: Heritage and Current Problems

Sažetak
The author presents his observations and data on the creation and development of retirement insurance in the world. Two basic retirement schemes are described: the insurance model and the model of universal pensions. Particular attention is given to the way of providing and distributing the funds for the payment of pensions. The author distinguishes between the current payment of pensions (PAYG – pay-as-you-go) and payment through funds, based on capitalization of contributions paid for retirement. The current crisis of the retirement schemes is a result of demographic disturbances, a slow down in the economic growth and technological changes that have caused a change in the character of human work. The crisis has to led to the changes in the retirement schemes, particularly those of a public character. Finally, the author draws the reader's attention to the discussions led in connection with the reform of the retirement schemes in the world, in connection with the advantages and disadvantages of the current payment (PAYG) and payment of pensions through funds.
