MANAGING AND REFORMING EDUCATIONAL SYSTEMS: A PRESENTATION OF REFORMS IN POST-COMMUNIST COUNTRIES

Sažetak
The basic concepts required for understanding the management
and reformation of educational systems are defined in
the text. The author presents the main characteristics of centralized
and decentralized education management. Results of functionalist
and conflict analyses of educational reforms are given as
well as the possibilities provided by systems analysis in programming
educational reform. Therefore, the author discusses the differences
between "internal" and "external" education reform and
the application of the theory of organizational development in
conducting reforms at school level. In the last chapter, the author
analyzes economical, political and cultural changes in post-communist
countries by means of the systems approach and thus
predicts the further course of educational change. It is concluded
that, due to evident and unpredictable instability of the main social
sub-systems, most post-communist countries do not have
strong enough support for building a consistent educational system.
The changes in education will, therefore, be marked by improvisation
reflecting movement and oscillation in transitional
processes.
