Quality labels on agricultural and food products

Sažetak

Consumers are choosing more carefully the products they buy and paying more and more attention to indigenous agricultural and food products protected by labels at national and European level. With its legislative framework, the EU to protect the value of these products with appropriate designations of origin (PDO), geographical origin (PGI) and guaranteed traditional specialty (TSI). All products protected by PDO, PGI and TSI at the EU level are in the database eAmbrosia - the EU geographical indications register. The Republic of Croatia has so far protected 31 products, of which 14 products with the PDO label and 17 products with the PGI label. Other statutory certification schemes in the EU and / or voluntary certification schemes at national level as well as those managed by private entities also have to aim to help consumers choose the products they buy. In order to increase the recognition and promotion of domestic agricultural and food products, the Republic of Croatia has established a national quality system of agricultural and food products through a unique recognizable label - "Dokazana kvaliteta “. In order to attract even more consumer attention for such products, additional investment is needed in the promotion and education of consumers in the national and international market.

Abstract

Potrošači pomnije biraju proizvode koje kupuju i sve više pažnje posvećuju autohtonim poljoprivrednim i prehrambenim proizvodima zaštićenim oznakama na nacionalnoj i europskoj razini. Svojim zakonodavnim okvirom EU nastoji zaštiti vrijednost tih proizvoda odgovarajućim oznakama izvornosti (ZOI), zemljopisnoga podrijetla (ZOZP) i zajamčeno tradicionalnog specijaliteta (ZTS). Svi proizvodi zaštićeni oznakama ZOI, ZOZP i ZTS na razini EU nalaze se u bazi podataka eAmbrosia – the EU geographical indications register. Republika Hrvatska je do sada zaštitila 31 proizvod od čega 14 proizvoda oznakom ZOI i 17 proizvoda oznakom ZOZP. Ostale zakonski regulirane sheme certificiranja u EU i/ili dobrovoljni sustavi certificiranja na nacionalnoj razini kao i oni kojima upravljaju privatni subjekti također imaju svrhu pomoći potrošačima u odabiru proizvoda koji kupuju. U cilju veće prepoznatljivosti i promidžbe domaćih poljoprivrednih i prehrambenih proizvoda Republika Hrvatska je uspostavila nacionalni sustav kvalitete poljoprivrednih i prehrambenih proizvoda putem jedinstvene prepoznatljive oznake - "Dokazana kvaliteta". Kako bi privukli još veću pažnju potrošača za takve proizvode potrebna su dodatna ulaganja u promoviranje i edukaciju potrošača na nacionalnom i međunarodnom tržištu.

Die Verbraucher wählen die Produkte, die sie kaufen, immer sorgfältiger aus und schenken einheimischen Agrar- und Lebensmittelerzeugnissen, die durch Gütezeichen auf nationaler und europäischer Ebene geschützt sind, immer mehr Aufmerksamkeit. Mit ihrem Rechtsrahmen ist die EU bestrebt, den Wert dieser Erzeugnisse durch entsprechende Ursprungsbezeichnungen (g.U.), geografische Ursprungsbezeichnungen (g.g.A.) und garantiert traditionelle Spezialitäten (g.t.S.) zu schützen. Alle auf EU-Ebene durch g.U., g.g.A. und g.t.S. geschützten Erzeugnisse sind in der Datenbank eAmbrosia - dem EU-Register für geografische Angaben - erfasst. Die Republik Kroatien hat bisher 31 Produkte geschützt, davon 14 Produkte mit dem g.U.-Siegel und 17 Produkte mit dem g.g.A.-Siegel. Auch andere gesetzliche Zertifizierungssysteme in der EU und/oder freiwillige Zertifizierungssysteme auf nationaler Ebene sowie solche, die von privaten Einrichtungen verwaltet werden, sollen den Verbrauchern bei der Auswahl der Produkte helfen, die sie kaufen. Um die Anerkennung und Förderung einheimischer Landwirtschafts- und Lebensmittelerzeugnisse zu verbessern, hat die Republik Kroatien ein nationales Qualitätssystem für Landwirtschafts- und Lebensmittelerzeugnisse durch ein einzigartiges, erkennbares Label - "Dokazana kvaliteta" - eingeführt. Um die Aufmerksamkeit der Verbraucher für diese Produkte noch weiter zu steigern, sind zusätzliche Investitionen in die Förderung und Aufklärung der Verbraucher auf dem nationalen und internationalen Markt erforderlich.

Los consumidores eligen con más cuidado los productos que compran y prestan cada vez más atención a los productos agrícolas y alimenticios autóctonos protegidos con denominaciones a nivel nacional y europeo. Con su marco legislativo, la UE busca proteger el valor de estos productos con Denominación de Origen Protegida (DOP), la Indicación Geográfica Protegida (IGP) y la Especialidad Tradicional Garantizada (ETG). Todos los productos protegidos por las denominaciones DOP, IGP y ETG a nivel de la UE se encuentran en el base de datos eAmbrosia - el registro legal de las denominaciones geográficas de la UE. La República de Croacia hasta ahora ha protegido 31 productos, de los cuales 14 productos con la etiqueta DOP y 17 productos con la etiqueta IGP. Otros sistemas de certificación reguladas en la UE y/o sistemas de certificación voluntarios a nivel nacional, así como los administrados por entidades privadas, también tienen el propósito de ayudar a los consumidores a elegir los productos que compran. Con el fin de aumentar el reconocimiento y la promoción de los productos agrícolas y alimenticios nacionales, la República de Croacia ha establecido un sistema nacional de calidad de los productos agrícolas y alimenticios a través de una etiqueta única y reconocible - „Dokazana kvaliteta“ (la calidad probada). Para atraer aún más la atención de los consumidores hacia estos productos, se necesitan inversiones adicionales en la promoción y educación de los consumidores en el mercado nacional e internacional.

I consumatori scelgono con molta cura i prodotti che acquistano, dedicando sempre maggiore attenzione ai prodotti agroalimentari autoctoni protetti con i marchi di qualità a livello nazionale ed europeo. Col suo quadro legislativo, l’UE tenta di tutelare il valore di questi prodotti con i seguenti specifici marchi: Denominazione di origine protetta (DOP), Indicazione geografica protetta (IGP) e Specialità tradizionale garantita (STG). Tutti i prodotti tutelati con i marchi DOP, IGP e STG a livello dell’UE sono annoverati nel database eAmbrosia - the EU geographical indications register. La Repubblica di Croazia ha finora protetto 31 prodotti, 14 dei quali contrassegnati col marchio DOP e 17 col marchio IGP. Anche gli altri schemi di certificazione legislativamente disciplinati in ambito UE e/o i sistemi di certificazione volontari a livello nazionale, così come quelli gestiti dai soggetti privati, hanno come obiettivo quello di aiutare i consumatori nella scelta dei prodotti che acquistano. Al fine di migliorare la riconoscibilità e la promozione dei prodotti agroalimentari nazionali, la Repubblica di Croazia ha istituito un sistema nazionale di qualità dei prodotti agroalimentari attraverso un marchio unico e riconoscibile: “Dokazana kvaliteta”, ossia “Qualità comprovata”. Per attirare ancor di più l’interesse dei consumatori verso questo genere di prodotti, sono necessari ulteriori investimenti nella promozione e nell’educazione dei consumatori sia sul mercato nazionale, sia su quello internazionale.
