How Much "Good Governannce" in Croatian e-Governance ?

Abstract

Through an analysis of the relationship between the concepts of governance, good governance and e-governance, and democracy, the article deals with the issue of whether and to what extent the Croatian authorities use the Internet to strengthen democracy in Croatia, that is, whether they use the Internet as a means of communication and as a means of informing citizens in order to overcome the lack of citizens’ trust towards government institutions. The initial assumption is that the principles of good governance are identical to the practical modes of democratic governance, while e-governance boils down to an eff ort to achieve good governance through the use of information and communication technology in order to increase the eff ectiveness, availability and democratic accountability of civil service bodies.
